Project Title: Youth empowerment leading to improved local environments in Mahallas

Project Summary

The aim is to enhance the effectiveness of participation by young people in decision making at a local level in Uzbekistan . We shall achieve this through building teams of young people and training them in youth participation related to the development of Young Peoples Local Agenda 21 (LA21) documents for Mahallas in Tashkent . Activities will include - the creation of Youth Environment Leaders (YEL) of up to 10 young people in four pilot Mahallas who will participate in an intensive leadership training programme. The YEL will then engage the wider community of young people in the development of a Local Agenda 21 Plan after which the YEL will coordinate the implementation of selected aspects of the LA21 related to young people. The project includes the development of systems by local administrations to enable greater youth participation.

The overall goal of the project:

Is to enhance the effectiveness of responsible participation by young people in the Uzbekistan through increasing the participation in decision making at all levels. The specific objectives are:

•  To enhance the capacity Mahalla leaders and the community to involve young people in decision making

•  To build the confidence of young people that participation is possible, and to generate enthusiasm for participation

•  To develop the capacity of young people in Mahallas to engage and participate in environmental improvements

•  To create mechanisms to provide support for young leaders and systems to allow engagement in environmental decision making and improvement activities.

•  To lay a foundation for the spread of project outcomes outside Tashkent .

We shall achieve these objectives:

Through working in four pilot Mahallas in Tashkent through the development of LA21 by teams of young people who will be trained as Youth Environment Leaders.
